RETROSPECTIVE A delegation from Rouen led by Jean-Michel Guyard Deputy Mayor gave Mayor Frank G. Jackson the Rouen City flag after the Mayor signed the Sister City agreement. This is the start of a formal partnership between the two cities which will encompass culture, education, tourism with a very high focus on the business relationship.
