JULES VERNE PROGRAM
Sponsored by the French Ministry of National Education and the Cultural Services of the French Embassy
The Jules Verne Program is a new and exciting teaching initiative sponsored by the French Ministry of National Education and the Cultural Services at the French Embassy. The program, to be implemented in American public schools in the fall of 2010, encourages international mobility for teachers while at the same time strengthening and developing international and cultural relations between France and the United States. It is our hope that this program will eventually develop into a reciprocal educational exchange between school districts in France and in the United States.
The Programme Jules Verne will send fully trained and certified elementary and secondary school teachers from France abroad to teach in school systems across the world.
The teacher from France’s full salary and benefits will be provided by the French Ministry of National Education.
All public schools in the United States are highly encouraged to apply to receive a teacher from the Jules Verne Program. Priority will be given to school districts and states that already have exchange agreements in place with school districts in France and/or school districts that are ready to reciprocate. Immersion schools will also be given priority when placing teachers from France in American schools.
The host department of Education or school district in the United States will be responsible for the teacher’s visa and two roundtrip plane tickets (mandatory).

2010 FRENCH LANGUAGE PHOTO CONTEST FOR HIGHSCHOOL STUDENTS IN THE MIDWEST
The Cultural Services of the French Consulate of Chicago, with the Embassy of France in Washington D.C. and the Alliance Française de Chicago, offers a photography contest for french language highschool students in celebration of la semaine de la langue française et de la francophonie (French language week, March 20-27th 2010). Every year, ten words are featured for la semaine de la langue française et de la francophonie.
This year, the ten words are :Baladeur, Cheval de Troie, Crescendo, Escagasser, Galère, Mentor, Mobile, Remue-méninges, Variante, Zapper
The photo contest is open to highschool students in the Midwest who are learning French (French citizens and students from French schools are not allowed to participate) . The students competing will illustrate these words through photographs with captions.
Prizes
1st prize: Prize of the Embassy of France in Washington (one prize only): a stay in France (from July 7th-17th 2010), through the program « Allons en France » ; www.frenchculture.org
2nd prize: Prize of the Alliance Française de Chicago (one prize only): free enrollment in a French language course.
3rd prize: Prize of the Cultural services of the Consulate General of France in Chicago (for each category): books, CDs or DVDs.

2010 « ENGAGE-TOI EN FAVEUR DE L'ENVIRONNEMENT » CONTEST FOR UNIVERSITY STUDENTS (FRENCH MAJORS OR MINORS)
The Cultural Services of the Consulate General of France in Chicago, with the Embassy of France in Washington D.C., the Alliance Française in Chicago and Veolia, presents a contest for all university students in the Midwest (Illinois, Indiana, Iowa, Kansas, Kentucky, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio South, Dakota, Wisconsin) under the theme of the environment.
Rules and Regulations
The students have the choice between two contests:
1. Create a homepage in French for a website devoted to the protection or advocacy of the environment.
The homepage should contain:
- the name of the site
- an introduction in French that presents the website and its commitment to the environment
- some visual elements: a logo, photos, drawings, designs, etc.
- different sections and links, in French, that will lead to other pages on the site
- any other element(s) that the candidate judges to be necessary
The candidate can enter either by sending the URL address of his or her homepage, or a .pdf file (example: screenshot).
2. Create a handout or flyer in French regarding the protection or advocacy of the environment
The handout should contain:
- the name of the organization that is diffusing it
- the argument defended by the handout, in French
- some visual elements: photos, drawings, etc.
- any other element(s) that the candidate judges to be necessary
Recommended format: .pdf
The students will be rewarded for the quality of the argument in French and the originality of the layout.

1st prize: Prize of the Consulate General of France in Chicago : A travel grant to La Rochelle, France (July, 14-25).

2nd prize: Prize of the Alliance Française of Chicago: free enrollment in a French language course.

A partir de la rentrée 2010/2011, les établissements d’enseignement supérieur européens proposent 116 cursus de master labellisés Erasmus Mundus et 13 cursus de doctorat labellisés Erasmus Mundus dans de multiples disciplines. Des établissements français sont impliqués dans un grand nombre de cursus. Des bourses peuvent être accordées aux étudiants européens et non-européens dans le cadre d’une formation Erasmus Mundus. |

Qu’est-ce qu’un master ou un doctorat Erasmus Mundus ?
C’est un cursus universitaire européen, ou international, qui a été sélectionné par la Commission européenne pour sa très haute qualité académique et sa capacité à attirer et à accueillir les meilleurs étudiants, doctorants et enseignants du monde. Chaque cursus de master ou de doctorat Erasmus Mundus est géré conjointement par un consortium de plusieurs établissements d’enseignement supérieur européens et parfois non européens. L’étudiant obtient un diplôme conjoint aux établissements membres du consortium ou, au minimum, deux diplômes de deux établissements européens différents.
Comment se déroule la formation ?
L’étudiant suit obligatoirement sa formation dans au moins 2 pays du consortium différents. Il reçoit un enseignement reconnu internationalement pour sa qualité, dans le cadre d’un programme d’études ou de recherche combinant les points forts des établissements représentés au sein du consortium, ainsi que différentes approches théoriques et pratiques.
Comment postuler ?
Les candidatures sont directement remises auprès du coordinateur du master ou du doctorat. Les modalités de candidature diffèrent selon les formations et sont indiquées sur les différents sites web (accessibles à partir les listes indiquées ci-dessus). Pour certains, le processus de candidature commence dès septembre 2009 pour la rentrée 2010.
Y-a-t-il une aide financière ?
Les bourses Erasmus Mundus sont ouvertes aux étudiants de pays tiers et aux Européens.
Le programme Erasmus Mundus accorde, par l’intermédiaire des consortia, des bourses d’un montant allant de 12000 euros (cursus d’un an) à 24 000 euros ou 48 000 euros (cursus de deux ans) à des étudiants des pays européens et non européens sélectionnés pour suivre un cursus de master Erasmus Mundus ou de doctorat Erasmus Mundus.
Procédure à suivre : les étudiants doivent s’adresser aux consortia des masters ou doctorats qui les intéressent. Ce sont ces consortia qui sélectionnent les candidatures individuelles, proposent une liste de candidats à l'agence Exécutive Education, Audiovisuel et Culture de la Commission européenne et délivrent les bourses correspondantes.

ECOLE NORMALE SUPERIEURE DE PARIS SCHOLARSHIPS
International Selection: a scholarship for 3 years of study, starting September 2010, at the Ecole normale supérieure, in Humanities and Sciences, for students currently enrolled in their undergraduate studies.
During their enrollment at the Ecole, the international scholars receive a monthly stipend and have the benefit of a room in one of the residence halls. They are entitled to the same status as the Ecole's French students, including the possibility of applying to a three-year doctoral scholarship after their three years of study.

If you are interested in pursuing your undergraduate studies in France, you need to fill out through Campus France USA a specific application called «Demande d'admission préalable" (DAP).
In order to be able to apply, you must have:
- Completed your high school diploma, plus completed two Advance Placement Classes, with a grade of at least 3, including one in French language and the other one in the field in which you want to enroll in a French university
Or
- have successfully completed your first year of college.
Information and application
WARNING- The DAP procedure is only applicable if you are interested in enrolling in the first or second year of university ("licence 1 and 2").
The DAP does NOT apply to enrollment in a licence 3 (third year of university) or in a preparatory class.
The DAP does NOT apply to students of French lycées. Students from French lycées MUST apply on the website [www.admissionpostbac.fr] and contact CampusFrance at washington@campusfrance.org to inform them of their decision.
Citizens of the European Union and the European Economic Area do not need to apply to first year of university by the DAP procedure. They must contact the university they are interested in directly. |

Created as a response to the curtailment of French programs across the country, the kit consists of a video and an extensive set of resource documents. The Tournées Festival Grant was conceived as a program to encourage schools to begin their own self-sustaining French film festivals. |
Since its inception, the program has partnered with hundreds of universities and made it possible for tens of thousands of students to discover French-language films.. The Tournées Festival selection is made of the best films released in France in the past year, some of which have not yet been shown in U.S. theaters. The selection is a real reflection of what today French cinema is up to. You will find a wide array of genres.

POLITIQUE DES BIOCARBURANTS AUX ETATS-UNIS : CLARIFICATION DES OBJECTIFS ET DES PROCEDURES
La question des énergies renouvelables était au coeur du premier "State of the Union" du Président Obama, allocution à destination des membres du Congrès en date du 27 janvier. Parmi différentes priorités, le Président a mis l'accent sur l'importance du lien entre production d'énergie et infrastructures adaptées, notamment pour les biocarburants. Il a également insisté sur la question de la réduction des taxes afin d'inciter les entreprises concernées à s'établir aux Etats-Unis. Le domaine des bioénergies apparaît comme un secteur prometteur dans lequel les Etats-Unis souhaitent rester compétitifs face à une Europe et d'autres pays émergeants qui y sont également bien engagés. Dans ce contexte général, l'administration Obama a précisé ses objectifs, lors d'une annonce du 3 février, avec la présentation d'un plan d'action énergétique qui vise à promouvoir une nouvelle économie basée sur une énergie "propre", en particulier sur les biocarburants.
En premier lieu, la U.S. EPA (Environmental Protection Agency) a finalisé sa législation pour le Renewable Fuels Standard 2, avec un maintien du volume de production de biocarburant à 12,95 milliards de gallons pour 2010 et une augmentation à 36 milliards de gallons d'ici 2022, dont 21 milliards de biocarburants dits "avancés". Le nouveau programme de l'administration américaine s'appuie, sur le développement à l'échelle nationale des biocarburants afin de maintenir le niveau des emplois "verts". En effet, l'industrie des biocarburants est soutenue par près de 400.000 emplois et d'après la US Ethanol Industry Study réalisée en 2010, près de 75% des employés de ce secteur industriel gagneraient plus de 50.000 dollars par an, ce qui mérite d'être consolidé.
Cette allocution a été l'occasion de présenter la publication du premier rapport du Biofuels Interagency Working Group (IWG) mis en place par le Président lors d'un mémorandum le 5 mai 2009. Ce rapport s'intitule "Growing America's Fuel - An innovation to Achieving the President's Biofuels Target". Le but de ce groupe de travail constitué de l'USDA, du DOE et de l'EPA est d'accélérer les investissements pour la production de biocarburants et de diminuer la dépendance du pays vis-à-vis des carburants fossiles. La nouvelle approche revendiquée dans ce rapport se décline en trois principaux points : un management de la chaîne logistique (supply chain) à l'échelle régionale afin que le carburant produit soit compatible avec tous les systèmes de transports des Etats-Unis ; une poursuite de la production des biocarburants de première génération (issus de cultures alimentaires) et un développement de ceux de seconde génération (provenant de sources ligno-cellulosiques) avec une nouvelle cible, celle des biocarburants de troisième génération (à partir de microalgues ou d'autres approches utilisant les biotechnologies).
Côté administratif, le Ministre Tom Vilsack de l'USDA est favorable aux conclusions émises par ce rapport et voit dans les progrès attendus par la production de biocarburants à partir de biomasse, un potentiel de création d'"emplois verts". Ce rapport encourage selon lui la coopération entre les agences et mentionne qu'une approche globale pour les biocarburants n'est pas applicable et qu'il serait donc nécessaire de mettre en place des politiques régionales pour le développement de cette bioindustrie. Dans cet objectif, la mise en place d'équipes locales est proposée, sous la direction du IWG (Interagency Working Group) avec des tâches clairement réparties entre les secteurs public, privé et les autres partenaires afin de gérer efficacement chaque segment de la chaîne logistique. Chaque Département fédéral aura ainsi la responsabilité d'un segment bien précis : par exemple, le DOE sera en charge des enquêtes sur les avancées scientifiques, l'USDA s'occupera du développement des matières premières pour la production des biocarburants et l'EPA partagera avec l'USDA la responsabilité de l'évaluation de la conformité des structures de production avec les réglementations environnementales, ...
Cette nouvelle feuille de route relative aux biocarburants mandatée par le Président et le Congrès vise, à court terme, à promouvoir l'innovation, le développement industriel et la création d'emplois. On notera cependant que, malgré un soutien important pour la recherche sur les biocarburants de seconde et de troisième génération, le gouvernement maintient le cap sur une production de biocarburants à partir de cultures alimentaires (maïs, sorgho, ...). Afin d'assurer un marché viable à long terme, cette stratégie vise par ailleurs, à transformer la manière dont l'administration américaine pilote les actions des différents ministères et incite à la mise en place de partenariats entre les secteurs public et privé.
